It may be answered that one should wish to be both, but, because it is difficult to unite them in one person, it is much safer to be feared than loved.... Nevertheless a prince ought to inspire fear in such a way that, if he does not win love, he avoids hatred."
The Powers-That-Be (PTBs) have a single agenda -- find, develop and implement the most effective and efficient means of controlling the masses.
Albert Pike is alleged to have written in 1871, "... we shall provoke a formidable social cataclysm which in all its horror will show clearly to the nations the ... origin of savagery.... Then everywhere, the citizens, obliged to defend themselves against the world minority of revolutionaries, will exterminate those destroyers of civilization, and the multitude, disillusioned with Christianity, ... will from that moment be without a compass (direction), anxious for an ideal, ... will receive the pure light through the universal manifestation of the pure doctrine of Lucifer, brought finally out in the public view, a manifestation which will result from the general reactionary movement....."

Synopsis: Klaatu (Michael Rennie) arrives on Earth in a flying saucer accompanied by a large humanoid robot called Gort (Lock Martin). Klaatu explains that the citizens of Earth can either decide to abandon warfare and join other space faring nations - a peace ensured by a massive deterrent force, the robot race to which Gort belongs - or be destroyed as a threat.
In the above scenario, Machiavelli's statecraft and Pike's "pure doctrine of Lucifer" are combined - end all hostilities, abandon the weapons of war in order that you might finally live in peace ... or ... be terminated by the Police State.
The PTBs are the true Masters of Chaos. They create pockets of chaos and wait for the knee jerk reaction of the masses, then ... they offer a "reasonable" solution to the problem at hand, which typically means that we the people must surrender a degree of freedom and liberty in exchange for a restoration of order, increased security and a measure of peace.
Ultimately, the Master Plan of the PTBs is to provoke a social cataclysm so vast in its scope that the citizens of the world will clamor for and willingly accept a worldwide Fascist Police State that will be enforced from "on high" via a complex global network of weaponized satellites.
These Fasces will serve as a constant reminder of the State's strength and power. The masses will be compelled to surrender their privacy and personal liberties in order to be monitored by an elaborate, ALL-SEEING - if not, All-Knowing - surveillance system. Big Brother will be feared, but He will also be accepted by the disillusioned and war weary masses as a necessary evil; resigning themselves to the baseness of men, capitulating their freedom and acquiescing to the will of the PTB controlled State.
