i would say because they would also jam their own signals but most likely they ''want'' to hear what's going on with the other side. don't forget that people are basically oblivious to monitoring, just look at people at their place of employment and emails, they know they're being monitored but still they say stupid things.

hey these guys spends millions on bad contracts and crappy humvees that dont have adaquate armour. Im sure they could spend a few 100 million on a fix to that problem.
