In this I believe you're correct. Look at all the think tanks and groups such as the Council on Foreign Relations that actually do publish their views and plans (which very few people read). Many of the members are on the revolving door of politics - they're in/ they're out of office, but they develop policies that are then put into place (sometimes decades later).
I would suggest that the majority of those in government, if they had to have a real job, you would see they at the drive thru window. They have no clue what the average person does, or how hard we have to work to get what we need.
The difference is when I overwrite my checkbook I can get jail time. If they overwrite their's they print money to cover what they wrote.
